What is Bertie Up To?

There's a piece in today's Irish Times which quotes Bertie Ahern as saying the issue of the undocumented Irish is off the agenda. Since When? What is going on here? We've been told time and time again that the undocumented Irish are the "highest priority" for the department of foreign affairs. How can they be off the agenda? Can anyone tell us what is going on? There's also a piece in today's New York Times which says the White House is looking at changing some of the temporary working programmes. If immigration is not off the agenda for the White House, how come it's off the agenda for Bertie?
